Hire a UK plumber for a blocked drain: 13 questions, who owns outside drains, and how to report a blockage to your water company. Get a fair quote.

For blocked drains outside who is responsible is the question that decides whether you pay or your water company does. If the blockage sits past your property boundary in a blocked drain shared with neighbours, your sewerage undertaker has owned it since 1 October 2011 and should clear it free. Inside your boundary, you pay.

Before you contact anyone, who is actually responsible?

For blocked drains outside who is responsible depends on a boundary line drawn in 2011. The Private Sewers Transfer Regulations 2011 moved most lateral drains and shared private sewers into water-company ownership on 1 October that year (legislation.gov.uk, 2011). Around 200,000 km of pipework changed hands overnight.

Inside your property boundary, you are responsible

The drain run from your toilet, sink or gully to your boundary line is yours. You pay for clearance, repair and CCTV. A plumber's call-out for a basic blockage typically falls in the £80 to £180 bracket (Checkatrade, 2025). Try a one shot drain cleaner on grease blockages before booking a visit.

Past your boundary, your water company owns it

Lateral drains (the bit between your boundary and the public sewer) and shared private sewers transferred to water-company ownership under the 2011 regs. Report it free. The Water Industry Act 1991 s.106 sets the wider duty framework (legislation.gov.uk, 1991).

Shared with neighbours but inside both boundaries

If a single run serves two or more homes and then exits, it's almost always the water company's responsibility now. Ring them first. They'll send a crew within 24 hours for a Category 1 blockage causing flooding (Ofwat, 2024).

Septic tank or cesspit (off-mains), it's all yours

Off-mains: tank, pipework and emptying are 100% yours. You'll need a licensed waste contractor and a waste transfer note under the Hazardous Waste Regulations 2005.

That kerbside grate at the end of your drive is the council's. Report on the highway authority's website, not the water company's.

Every major sewerage undertaker in England and Wales has a free 24-hour reporting route for sewer blockages. The water company sends a crew at no charge if the blockage is on its asset (Discover Water, 2024). Response times average 4 hours for flooding incidents across the eleven main undertakers.

What should you prepare before you contact anyone?

A clear five-minute prep call gets you a faster, cheaper visit. Most call-out disputes stem from the plumber finding a different problem from the one described on the phone (CIPHE, 2024). Two photos and a postcode prevent that.

The six prep steps, in order:

  1. Photograph the manhole/inspection chamber cover, then lift it (gloves on) and photograph the chamber interior.
  2. Measure water depth in the chamber with a stick. Note the number.
  3. Note the last time the drain was cleared (year and method).
  4. Find the boundary line on your title deed or Land Registry plan.
  5. List every affected fixture (toilet, kitchen sink, shower).
  6. Have postcode, parking notes and gate-code ready.

A basic set of drain rods from Toolstation or Screwfix (around £15 to £25) lets you confirm whether the blockage is a shallow inspection-chamber issue or further down the run. A bottle of caustic drain unblocker from B&Q or Wickes clears greasy waste-pipe blockages many homeowners mistake for a main drain problem.

Where do you find a plumber you can actually trust?

Personal referrals

Ask the referrer three things: job size, whether the plumber returned to snag, and whether a written guarantee was issued.

Avoid these channels

Leaflet drops after heavy rain, doorstep cold-calls, and Facebook Marketplace plumbers with no member number. These three channels account for most cowboy-trader complaints we see, because they target homeowners in panic mode.

The thirteen questions filter the field in roughly ten minutes of phone time. APHC research suggests two-thirds of disputed plumbing bills could have been avoided by a pre-visit phone screen (APHC, 2024). Use this list. Don't soften it.

1. What's your CIPHE, APHC, WaterSafe or NADC member number?

Good: number given immediately. Bad: "I don't need that for drains."

2. Are you VAT-registered?

Either answer is fine. The point is transparency.

3. Do you provide a written, itemised quote before any work?

Good: yes, free. Bad: "we sort it on the day."

4. What's the call-out fee and does it count toward the work?

Good: clear £ figure plus yes/no on credit. UK plumber call-out runs £60 to £100 (MyBuilder, 2025); a cctv drain survey cost often sits on top at £80 to £250.

5. What's your hourly versus fixed-price option?

Good: both offered with a clear rationale. Bad: no choice.

6. What's your workmanship guarantee period?

Good: 6 to 12 months minimum, written. Bad: none offered.

7. Are you insured to at least £2m public liability?

Good: certificate on request. Bad: vague.

8. Do you carry CCTV and jetting kit?

Good: both, on the van. Bad: "we'll see."

9. Have you checked the boundary line, could the blockage be the water company's?

Good: yes, will lift cover and confirm before charging. Bad: "all drains are the homeowner's." Wrong since 2011.

10. What payment methods do you accept?

Good: bank transfer or card. Bad: cash only.

11. Can I see two recent customer references or Google reviews?

Good: yes, recent and verified. Bad: generic links.

12. What's your scope-creep policy if you find collapsed pipework?

  • Van branding doesn't match the invoice name
  • No Companies House registration
  • Full payment demanded up-front

Trade body check

Search the member number on the CIPHE, APHC, WaterSafe or NADC public register. Active, lapsed or fictional shows up in seconds.

Companies House check

Insurance check

Ask for the public liability certificate. Minimum £2m. Most CIPHE members carry £5m.

What UK contracts and consumer protection rules apply?

For any job over £42, you have implied contract rights under the Consumer Rights Act 2015 (legislation.gov.uk, 2015). For contracts agreed at your kitchen table, the Consumer Contracts Regulations 2013 give you 14 days to cancel (legislation.gov.uk, 2013).

Sign at the doorstep, you get 14 days. To waive the cooling-off for urgent work, the plumber must record that waiver in writing.

Deposit limits and safe payment

Rule of thumb: deposit never more than 25 percent; avoid cash for jobs over £500. Pay by bank transfer (with reference) or card, and keep the receipt.

What should you do after the job?

Snagging, retention and dispute escalation matter as much as the booking. Five percent of plumbing jobs need at least one return visit (NADC, 2024). Plan for it.

How to snag

Test-flush every fixture. Lift the chamber. Ask for the CCTV file. Note the date.

When to release final payment

After the snag list is closed. Standard retention is 5 to 10 percent for 28 days on jobs over £1,000.

How to escalate
